In recent years we have occasionally conveyed to the Foreign and Commonwealth Office copies of requests we have received from USSR scientists to assist in facilitating clearance for their research vessels to enter Hong Kong. Recently Russian scientists at international meetings have asked British scientists if they can explain the frequent refusals and now the Chairman of the National Committee of Soviet Oceanographers has written to eminent British scientists, such as Sir George Deacon and Professor Charnock on this question.
As you will appreciate, these enquiries are somewhat embarrassing and I should be most grateful if you could suggest how our scientists might respond to these enquiries from their Soviet colleagues, with whom, from time to time, they work closely. Attached for your information are copies of the letters received by Sir George Deacon and Professor Charnock..
