At the end of our telephone conversation yesterday, I undertook to give you a written answer to your letter of 11 July to Adrian Buxton, the Head of Maritime & General Department. I fully understand the embarrassment which may have been caused by the Hong Kong authorities' ocensional refusal to permit Soviet research vessels to enter Hong Kong However, as I am sure you will appreciate, the political and geographical circumstances of Hong Kong are unique and, in the matter of visas, Hong Kong as to be regarded as a special case. These, if I may suggest as much, might be the terms in which your scientists could respond to queries from their Soviet colleagues. I can assure you that all applications for visas, by nationals from whatever country, are considered with great care by the Hong Kong authorities.
