PROPOSED VISIT OF SOVIET RESEARCH VESSEL TO HONG KONG

1. We spoke. I attach a copy of my trans- lation of the Soviet Embassy's Note informing us of the proposed visit to Hong Kong by the research vessel "Dmitriy Mendeleyev".

2. We have no strong views about this visit. I understand that the decision whether or not to allow the vessel into Hong Kong would be made by the Hong Kong authorities and that you will take the lead in the FCO.
