HONG KONG: FURTHER LETTER FROM THE ROYAL SOCIETY

1. Following Mr Stewart's reply of 27 July to Dr Stoker's letter of 11 July to Mr Buxton, the Royal Society's Executive Secretary has now written gain (copy of his letter attached). At roughly the same time the Soviet Embassy in London have requested permission for their research vessel the "Dmitriy Mendeleyev to visit Hong Kong at the end of October.

These two matters were the subject of our telegrams nos. 635 and 636 to Hong Kong, to which the latter have now replied (Hong Kong telegram no. 827 copies of all attached).

3. Subject to your views I intend to draft a submission recommending that the "Dmitriy Mendeleyev" be refused permission to enter Hong Kong, that the only explanation given for this refusal be that contained in paragraph 7 of Hong Kong telegram no. 827 and that news of this decision be withheld until considerably nearer the dates proposed for the visit. would be grateful for your views on this line: a telephone call would be enough.

4. As to the Royal Society's letter, it might be best if Mr Stewart again rang Dr Stoker to repeat and expand on the background and then send him a further short and formal reply. Attached is a possible draft and I would once again be grateful for your comments, if possible by noon on Monday, 22 August, on this and on the suggested way or proceeding.
