Scheme for all infants from birth to the age of five.

Expand developmental screening and other

assessment services.

Establish a Central Registry for the

Disabled.

Expand special education places from

12,165 to 14,600.

Improve the quality of training at children's

training centres.

Establish an Orthoptic Unit in the Medical

and Health Department.

Set up three experimental centres for the

severely mentally retarded.

Provide Outreaching Social Work services

through 16 teams (each of 6 or 7 workers).

Promote Family Life Education directly

among 60% of the population.
