recipients of the long term allowance under the Fublic Assistance scheme and for the incapacity allowance; the estimated cost of the former proposal would be $9.1 million per annum, and $4.2 million in respect of the latter. In view of the significant increases proposed in social security expenditure, and for social welfare programmes generally, in 1978/79 it is not proposed to shorten these qualifying periods to 12 months. Members may also wish to note that those social security proposals which will benefit the elderly are now included under social security expenditure.

Honourable Members are asked to note the proposed phased implementation of these four programmes and the staff and financial implications, and to advise whether arrangements should now proceed for the White Paper on rehabilitation and the three Green Papers on the elderly, personal social work among youth and social security to be published as soon as practicable after 5th October 1977.
