2. We can go into detail of the subject matter of the ExCo Memorandum when Mr Heppell is present. For the moment I have little to add to my minute of 4 August (on HKK 013/2) or to Mr Walsh's minute of 30 August.

The position remains as noted in Lord Goronwy-Roberts' Tel No 623 of 10 August which draws attention to the absence of any proposals for unemployment and, to a lesser degree, to retirement benefits. In their minuting on Mr Milton's submission of 2 September, Mr Murray and Mr Cortazzi also direct attention to the shortcomings of the present Hong Kong proposals and the need to attain an "extended" social security programme by the end of 1980.
