Purpose
To review existing levels of payments and criteria for eligibility with a view to extending the benefits available under these schemes.

The Plan is being finalized.
Draft Working Paper will be put to Executive Council in August.

Advice of ExCo will be sought in August. Green Paper to be published in fourth quarter of 1977.
ExCo to be consulted on draft White Paper in August, followed by publication in third quarter of 1977.
