I attach, as arranged, copies of Mr Stewart's letter of march to the Chief Secretary and of Hong Kong's telegram No 270 of 14 March in reply.

2. I have checked with Mr Heppell's office (407-5522, Ext 7417/ 7542) that Fir Heppell will be coming to see us at 3.30 pm on Wednesday afternoon, 16 March. I have asked that Mr Heppell should make his way to Mr Stewart's room where, as we agreed, you would join us. If you agree, I think we might let Mr Heppell have a copy of Hong Kong's original draft of the terms of reference for the review of the public assistance scheme together with a copy of Mr Stewart's letter.
