xisting social security provision
Social security provision in liong Kong is made in the following ways:-
a) Social Welfare Department
i) public assistance
ii) disability and infirmity :
allowance 8
iii) criminal injuries
compensation
iv) emergency relief
non-contributory means-tested allowances for those with inadequate resources.
non-contributory, non means tested allowances for the disabled and those over age 75
non-contributory single lump sum payments for victims of crimes of violence
: non-contributory help in kind (eg oooked
meals) or single lump sum payments for victims of natural or other disasters.
b) Labour Department
workmen's compensation
payments made for injuries sustained through employment.
o) Private provision: occupational benefits
i) occupational sick pay
ii) occupational pensions
payments made by employer during specified periods of sickness
retirement pensions or lump sum payment s by employers eg Government and the banks.
2. Views are invited on the following aspects of existing provision:-
a) Benefits
1) level of benefits
ii) scope of benefits
iii) range of benefits
iv) frequency of payments
eg are they high enough or too high; is their value maintained is are they increased on the right basis and at regular enough intervals;
: eg should other family members be
eligible for public assistance; should other vulnerable groups be covered in the DIA saheme; is the residence qualification right;
⚫g should there be benefits for contingencies not now oovered, such as maternity;
eg are they paid soon enough after application; at too short or too long intervals.
