Purpose
To extend public assistance to able-bodied workers between 18-55 and to young persons aged 15-17 inclusive as household members.
To review existing levels of payments and criteria for eligibility with a view to extending the benefits available under these schemes.
To prepare a programme plan on preventive social work among youth.
To decide what services need to be provided or extended during the next ten years.

Present Position
The scheme was implemented on 1st April 1977.
An official from the UK Department of Health and Social Security arrived on 20th April to begin a review of the existing schemes.
The parameters and the specific objectives of the programme plan have been defined by the Working Group.
A draft White Paper has been prepared and official comments being considered.
The plan is one-third completed.
Time-table
To be decided when the review is completed on 30th November 1977.
The plan to be completed by July. Green Paper to be published in third quarter of 1977.
Draft White Paper will be put to Executive Council by July 1977.
