Separate social security accounting head

Recurrent expenditure on social security represents some two thirds of the total estimates (including subventions) for social welfare expenditure 1977-78; and as a result of proposals made in this Green Paper, the proportion may rise to three quarters. It would properly reflect the importance of social security expenditure to create a separate head for social security in future expenditure estimates; it is recommended that this should be done. At present, the whole of social security is included under sub-head 101 Relief, divided into 001 Compensation for victims of crimes of violence, 002 Disability and infirmity allowance, 003 Emergency, and 004 Public assistance.

In working out the organization of the proposed scheme, balance will have to be struck between the position of the Government which must remain responsible for all matters affecting policy on the levels of benefits and contributions and the position of the independent statutory authority which would be responsible for the finances of the scheme, including the investment of the scheme's funds. There are three main possibilities :

The authority's responsibility could be limited to the finances of the scheme, with administration (collecting contributions, keeping records, paying benefits) loft to the Social Welfare Department. This would ensure that the maximum use was m. de of existing administrative machinery, that minimum additional costs were incurred and that there was an effective cross checking with other social security schemes.
The authority could be given complete responsibility for running the scheme, using staff seconded to it by the Social Welfare Department; or even have staff of its own, as with the Independent Examination Authority. This would have the advantage of establishing a single chain of command, but it would be a more expensive solution since it would lead to a duplication of machinery already within the Social Welfare Department. It would also make effective cross checking more difficult to achieve; and since benefits under the scheme would be taken into account in deciding the amount of public assistance payable effective cross checking is clearly important.
