1. I have the following comments on the proposals
set out in the draft ExCo memorandum enclosed
with your letter under reference:
(a) I am concerned that the proposals provide little for the unemployed. It is particularly disappointing that the proposed contributory sickness, injury and death benefit scheme does not appear to contemplate unemployment benefits. As you know, such a proposal was covered in the Planning Paper and we discussed
it further at our meeting in July last year;
(b) I am not clear how you reached the estimate that "the cost of the programme) is very considerable". My impression is that the major innovatory scheme will be largely self- financing and that the likely increase in expenditure consequent on the remainder of the programme is well within the scope of your Govern-
