Others speculated that the current water restriction was caused in part by the high consumption at construction work site of the Mass Transit Railway.

There were also allegations of discriminatory supply arrangements. Some areas in the Peak District and Kowloon Tong not adjacent to industrial areas were reported to have water supply round the clock.

Some respondents speculated that the restrictions were a prelude to increases in water charges to offset the expensive operation of the desalting plant.
Education free and compulsory junior secondary education

The announcement of a free and compulsory junior secondary education came as a welcome surprise to the majority of respondents, especially school principals and teachers.

Many respondents were not clear about what arrangements would be made for students attending private schools outside the public sector. Certain groups (e.g. teachers and operator of private schools) were particularly worried about the fate of the private secondary schools not selected for inclusion in the Government scheme they would not be obtaining any subsidy and would not be able to run classes from Form I III. Teachers were also worried about the salary scale offered by private schools, even though Government could buy 'places' from some of these. schools, since the teachers might not benefit from the subsidy at all.

Some parents from the lower-income groups were worried that their "clder" children could no longer help in the housework or look after their younger brothers or sisters, neither could they help out in the family business or seek employment in factories; and
that considerable expenses would be incurred for the provision of textbooks, stationary, trans- portation fees and meals apart from tuition
fees. They enquired whether there would be sub-
sidy or grants to offset these expenses.
