MOOD is written for senior officers who are familiar with the general background of life in Hong Kong, who have experience of contact with the public themselves, and who are familiar with up-to-date news of Government interest. Its objectives remain a sounding of public opinion and an assessment of public reactions, attitudes and feelings in appropriate instances. Heads of Departments are asked to ensure that their copies of MOOD are circulated selectively and stored securely at all times.

The large majority of the respondents reacted favourably to the address particularly the proposals for various social welfare schemes and community projects. The principle behind these schemes was generally endorsed although there, vere some reservations as regards problems of their implementation.

Many respondents considered the Governor's approach to be a practical and realistic way of bringing to fruition the idealistic goals previously set in the 1973 Legco address. The speech was hence an announcement of the first step towards major improvements on community welfare, details of which would be further elaborated and explained in the Green Papers to be published.

More educated respondents (executives, social workers, etc.) speculated that the schemes for social security and three years of free and compulsory junior education had been proposed in anticipation of a surplus towards the end of the year. They were happy to see that Government was willing to use the money on social projects that would generally improve the conditions of the poorer sectors of the community.
