1. As you know I am having prepared a review of how far the Hong Kong Government have achieved the objectives laid down in the Planning Paper. This will be ready in time for the Standing Committee meeting on 11 November but, at first glance, it would seem that most of the objectives have been met or are sufficiently far advanced that we can consider them to be irreversible. I have therefore been giving some thought to where we ought to be looking for progress after 1980 and attach some suggestions.

2. There is one point arising from last year's Planning Paper which does concern me. Having agreed a programme of developments with the Hong Kong Government, and. since they have already largely complied with this programme, we now run the risk of them expecting to stop there. We cannot allow this to happen and should try and prevent a recurrence of the danger of it doing so. I would therefore suggest that we do not try and agree the second phase of development with the Hong Kong Government; rather the guidelines should be for our benefit alone.

3. I would emphasise that these are merely preliminary thoughts, are not intended to be exhaustive and have not been discussed with other departments. You may, however, care to use them as a basis for discussion with the Standing Committee.

This seems a useful starting port for discussions. I am not sure about & Thompson's para 2 above, though despite the obvious difficulties, we ought swely to try to be entirely above board with the Hong Kong Government.
