Recent developments have suggested, e.g. in relation to Police morale, that local advice to the Governor has been defective. There might now be a case for reorganizing the machinery to provide the Governor one effective Chef de Cabinet, i.e. an officer at the centre of things who could help him to keep tabs on what is going on. During Mr Stewart's recent visit to Hong Kong the Governor indicated that his own opinion was now swinging in this direction.
