(a)
The Value of Hong Kong to the UK
The meeting heard that an assessment of this value had now been prepared and noted that its conclusion was that, in financial terms, Hong Kong imposed a slight cost on the UK. It was decided that it was essential to reach agreement with the Hong Kong Government, particularly over the value of air traffic rights, and that further work was necessary.
(b)
DS Secondments
The question of providing the Governor with independent advice, something he had lacked during the recent crisis, was raised and it was agreed that the best solution would probably be the secondment of a DS Grade 4 to act as Chef de Cabinet.
It was also agreed that Lord Goronwy-Roberts should raise this topic with the Governor.
ITEM 4: NEXT MEETING
It was agreed that the next meeting should be in February immediately before the Budget.
