HONG KONG: STANDING COMMITTEE TO MONITOR THE PLANNING PAPER
1.
I attach, for information, a copy of the minute that Lord Goronwy-Roberts sent to the Secretary of State on 1 July about the work of the Standing Committee. (You will recall that I had submitted a draft of such a minute shortly before you went on leave.)
2. The Secretary of State's Private Office minuted to
PS/Lord Goronwy-Roberts on 7 July to say that the Secretary of State had seen the Minister of State's minute and had
commented as follows:
"I totally agree with all this, particularly the tax problem."
Lord Goronwy-Roberts wrote to the Governor of Hong Kong on 22 June about the report of the Inland Revenue Review Committee and asked him for his views on achieving a thorough-going reform of the tax system. The Governor's reply is awaited.
I am sending copies of this minute and the attachment to the other members of the Standing Committee.
