Contributory Sickness and death insurance scheme
The green paper has an additional
proposal of considerable interest.
It is new,
may be controversial, and is therefore particularly
suitable to the green paper procedure. So far
our social security schemes have been operated

with the addition of benefits provided by employers
either statutorily or voluntarily. But it is
possible that this is an xax area where employees
would welcome the opportunity to play a more positive
role if encouraged to do so. I would therefore
welcome Hon. Members views on a pax proposal in the
green paper that we might introduce a sma
voluntary contributory scheme providing insurance
cover against sickness, injury and death, and also
a small retirement benefit. The aim of the scheme
would be to provide a monthly benefit for those off
work longer than the period of 36 days sickness
allowance provided under the Employment Ordinance;
a lump sum Bor the heirs of those dying before
before the age of retirment, and a lump sum benefit on reaching retirement. In each case the benefit would
will be based on the contributors previous earnings.
