I am anxious that the Governor's speech should give the proposed Contributory Sickness and Death Insurance Scheme a fair wind.

3. I question particularly the wisdom of the final paragraph and its reference to the fact that "such a scheme does not exist in a community with such complete non-contributory social security coverage as Hong Kong". This might be taken to imply that the scheme is unnecessary. Any real substance in this paragraph eg. the need for an actuarial basis, could be placed elsewhere, and this portion of the speech could well end at the preceding paragraph with the addition of the sentence:-

"For these reasons I commend the scheme and hope it will elicit general support from this Council and from public opinion generally.
