Two working parties have been set up to investigate the quality of primary education and the services available for children of pre-school age.

Senior Secondary Education

A Green Paper is to be issued which will look at a wide range of possible opportunities for Form III leavers including a possible increase, from the present 40%, in the proportion for whom subsidised places in Forms IV and V will be provided.

The plan is for a student population 50% greater in 1980 than in 1974.

j) Housing

The Governor announced that housing completions in 1979/80 will be 40,000 flats. He anticipates that 6 years at this level of construction will be sufficient to break the back, of the problem and planning is complete to allow the 1979/80 level to be assured up to 1984/85.

k) Home Ownership Scheme

1979/8

It is proposed to build 42,000 flats in the next 9 years sale, at prices below those in the open marker, to lower income groups. Special mortgage terms, with repayments spread over 15 years and interest at 73% to 9%, are being arranged.
