Having en o our prospects and proposals in the economic
and financial fields I now turn to our fight against crime, corruption
and drugs, which so affects the lives of all of us.

Between 1964 and 1974 general crime increased three and a half
times and violent crime increased by nine times, causing the population
great anxiety and undermining its confidence in the Government and
Police Force, But the radical steps initiated in 1973 gradually took
effect, and since 1974 up to July of this year violent crime has dropped
by 30% and key crime by about 13%. There has also been a steady improve-
ment in detection rates and in numbers of prosecutions.
It is also
satisfactory that the proportion of offenders under 21 has dropped
from 39% in 1973 to 30% and of those under 15 from 12% to 8%. The
evident Lelief of the population that we appear to be turning this
corner tells even more than the statistics.
But crime is still
unacceptably high. How have we got as far as we have?

What more
