Reportedly, small-scale operators were already suffering from quota restrictions. They were appreciative of the strong efforts made by the Government in presenting the Hong Kong case; and they gave credit to the Governor for taking the trouble to participate in the negotiations

himself.

Diversification was seen as a step in the right direction, but some observers were worried

whether Hong Kong industries could adjust sufficiently quickly to avoid very gloomy

consequences.

Despite the pessimism about future prospects, our businessmen did not see the situation to be too gloomy. They were now on the alert and psychologically preparing themselves for a rather

difficult 1978.

delegations, visits to Government House and the Government Secretariat had increased significantly in recent years.

Where the subject concerned a small number of people such as a dissatisfied group of cleared squatters there was little public interest.

Issues such as the public housing shop tenancy dispute (1973) which involved large numbers of protesters attracted extensive and continuing media interest and caught public attention.
