I am the more concerned that this slippage should have occurred since, on the basis of Morgan's letter, I informed the Becretary of State last w autumn and he, in turn, the Prime Minister, of the programme you had set yourself last year. I think you already know that the Prime Minister told Mike Thomas MP in answer to a supplementary on 2 December last, that. you were planning to make improved declarations to 5 Conventions by the end of the year.
I understand that action on Convention No 94 will now be included in the programme for 1977. set out in Morgan's letter. As I see it, therefore, you are planning to make improved declarations this year to the followi 6 Conventions:-

These Conventions will, I understand, include No 32 on Protection Against Accidents (Dockers) (Revised), which I originally suggested as part of the 1976 programme. - 'I should be glad if your Labour Department would confirm that our understanding of the programme for this year is as I have stated it.
I am keen, as I am sure you are, that the momentum that has begun to, develop in applying ILO Conventions should be maintained. It is clearly important, therefore, that you should be able to carry out the programme that you have set yourselves for this year. I know you would
