1. It is clear that there is some misunderstanding between us. When I spoke to Mr David about a summary, what I intended to indicate was that I proposed a summary of the comments made by the various interested parties (including Hong Kong Department) on the Quarterly Reports; not a summary of the Reports themselves. I think Mr David might well now send off his minute. I see no good reason why Mr Lipsey and Mr Maud should not be sent copies of the Reports suggested by Mr David.
