1. You will be interested to read the Governor's speech which was given on Thursday 20 January. The references to social welfare and to labour legislation on page 5 are interesting and it is particularly heartening to see the stout defence which the Governor made of HMG and the FCO (pages 8 and 9).
2. An indication of budget intentions can be seen on page 10, where the Governor refers to the imperative of maintaining a comparatively low tax fiscal system.
