My understanding of the position reached on the points listed in your minute is as follows:

(a) & (b) Lord Goronwy Roberts' visit

Lord Goronwy Roberts will not now be seeing the Governor since his visit to Manila has been cancelled. I had submitted amended versions of your draft briefs to Mr Stewart before we received this news and with Mr Stewart's

agreement, the briefs are being typed in final form in case they are useful in another context, e.g. Mr Murray's and Mr Stewart's visit to Hong Kong next month.

(c) & (z) Mr Parry's PQs

I am holding on to the draft submission I had prepared pending a reply to my letter of 4 February to Mr Williams about the cost to Hong Kong of providing material to answer Fr Parry's questions. I propose to send a telegraphic reminder to Hong Kong if I have not heard from Mr Williams within the next day or so.

(a) & (e) Appointments to LegCo

This topic is already on the list for Mr Stewart's (and Mr Murray's) visit to Hong Kong. The brief prepared for Lord Goronwy Roberts provides a good starting point for a discussion with the Governor but I should be grateful if you would clarify which 5(?) unofficial members of LegCo are due to cease to be members in June this year.

(f) Hong Kong Government's Programme for 1977/78.

I have added this topic to the list for Mr Stewart's (and Mr Murray's) visit and will include it in a revised version later on.

Social Security

I think that we should now prepare a draft letter to the Chief Secretary (or The Director for Social Welfare) commenting on the draft terms of reference for the review of social welfare arrangements that Mr Heppell will help to conduct There is a minute by the OLA on the file which + provides a good starting point. Mr Heppell will be calling on the department and the OLA on Wednesday 16 March and that will provide a further opportunity to try to steer the
