Based on the findings of a comprehensive study on future household numbers and sizes, building costs, allocation policies and other related factors, proposals on the most appropriate flat and allocation "mix" are now going forward to the Housing Authority. In brief, the recommendation is that the Authority should build the following sizes of flats :-

The proposals call for a greater proportion of Type C and D flats with purpose-built bed-rooms to be built in future and for a greater choice to be given to tenant households to choose flats according to their sizes and financial circumstances.

FLATS FOR SALE SCHEME

The Housing Authority has accepted the Government's invitation to act as its agent in designing, building and selling flats for sale. Urgent action is being taken to develop five sites scheduled for completion in 1979/80. These proposals provide for a total of 7,190 self-contained flats, with at least two bed-rooms each. Sizes range from 375 sq.ft. to 600 sq.ft. of lettable floor area. The tentative production programme is as follows :-

The Finance Committee of the Legislative Council has accepted the financial implications of the construction of the flats and ancillary facilities. On 5th January 1977, the Home Ownership Fund was established by Resolution of the Legislative Council; funds will be provided in the 1977/78 Estimates.

Those eligible to apply to buy flats have been defined in terms of income and other criteria. Flats will be sold on a non-profit-making basis; loan finance will be available on advantageous terms through a mortgage scheme which will involve established lending institutions.
