2. From my standpoint, I see the Standing Committee as monitoring Hong Kong's progress in the application of the economic, financial and social principles and policies agreed in the Planning Paper. On these aspects I would not have thought that we have strayed beyond our terms of reference. On a few occasions we may naturally have discussed details of their economic policies, but I do not think we can be accused of straying into irrelevances. We have, of course, still to discuss their Budget, whether inside or outside the Standing Committee.
