The Hong Kong Government has been preparing the draft of a new Bill to enable a franchise to be granted to the Hong Kong Telephone Company under legislation which incorporates a scheme of profit control. This has apparently occasioned much difficulty but it is hoped that the new Bill will be available shortly. The Senior Economic Adviser has expressed interest in the scheme of profit control to be devised.
