LORD THURTOW

Lord Thurlow rang me on 7 & 8 December to say that he proposed writing to The Times drawing attention to the fact that in 1970, when he was Governor of the Bahamas, the Secretary of State had not accepted his advice on a particular death sentence and advised a reprieve. In Lord Thurlow's view this was an occasion on which the Creech-Jones doctrine had been breached.

2. Making it clear that I was speaking personally and with great diffidence I said to Lord Thurlow, whom I know very slightly, that the Office was grateful to him for having let us know of his intention to write to The Times but that I wondered if he would con- sider postponing his letter for perhaps a short time.
