We spoke about the personal telegram to Bermuda about the defensive material provided for the Lord President to use, if necessary, during the adjournment debate yesterday.

2.

I attach a copy of the advice provided by Legal Advisers for use by the Lord President. Clearly, had this been used, Sir Peter Ramsbotham would have had good reason to complain and, accordingly, I consulted Mr Duff and we drafted the note which was conveyed to Bermuda.

3. I have told Mr Duff of Sir P Ramsbotham's reaction and he will in future clear any telegrams on this subject with your Office before despatch, as shall I.

4. I have one further comment. The telegram would be, I understand, received in Bermuda around midday local time. I find it surprising that if the Governor objected to the proposed statement he did not telephone immediately to express his

concern.
