I enclose a letter from my constituent,

Sir David Trench, who was Governor of Hong Kong for about seven years, which suggests that you are wrongly advised that it is not the practice to ask the Queen to overrule an exercise of the prerogative by the Governor of a territory.

I am sure that Sir David does not write in a critical spirit. Neither, indeed, is that my own intention. But if the facts are as he states then obviously you should be in possession of that information.
