BERMUDA: EXECUTIONS

1. We have now received from Washinton the petition by "Concerned Americans Abroad" referred to in their telegram number 5089. I attach a copy. In our reply to their telegram (FCO telegram number 4144) we told Washington that a formal reply would be sent to the petition once it had been received.

2. Since the petition is mainly about alleged irregularities surrounding the trial I wonder whether you would prefer to draft the reply, which I suggest we send in draft to the Consul-General in Washington for his signature.
