I return herewith Capinet Paper GEN 103(77)1 which was sent to me for information. The only persons who have seen this copy
are myself and my PA.
2. However, I was a member of the Official Group which drafted the original paper and during the course of that drafting myself, my PA Miss Bailey, my Assistant, Mr Quantrill, the Head and one Desk Officer in the General Section, Messrs Jasper and Levoir, and the Departmental Legal Advisers, Kär Rushford and Mr Bickford, have all had access to the official version of this paper, GE 99(77)4.
3. A submission for the Secretary of State has been prepared and is on its way to the Private Office through Kr Stratton.
