We concluded therefore that we should consider further whether the change in our present policy which we all regard as necessary should be introduced by means of legislation or by a new review procedure and what the timing of any change should be. In the meantime the Foreign and Commonwealth Secretary will reconsider the Bermuda case in the light of our discussion. If he feels that he cannot advise the Queen to let the law take its course, as the existing policy requires him to do, he will bring the case back to an early meeting of GEN 103. I will let you have a further report in due
course.
