In his telegram number Personal 31 of 24 October the Governor reported that the Advisory Committee was to meet yesterday. It duly did, and telegrams reporting the outcome were ready to be sent today. The cypher machines here then broke down and have so far defeated all attempts to repair them. So copies of all three telegrams are enclosed, in case repairs still take some time.
