Action Taken
The Secretary of State's submission to The Queen has now come back with Her Majesty's approval. I have sent a copy to the Frivate Office since they had no record of having seen it.
2.
It now remains for us to convey the decision to the Governor and I attach two draft letters: one in the regular series and one in the Personal series giving some of the background to what will be for the Governor an unexpected outcome.
3.
I understand that Ministers wish to reconsider the present policy unencumbered by any outstanding cases and that to this end we shall be resubmitting in January. However a new case is looming on the horizon, this time in the BVI. (See folios 154, 156 and 171) We know very little about this case and you may think it best to invite Mr Wallace to give us more information. At present it looks as though he is leaving the matter until January.

We must find out more about the BV' case, and in particular try to get a view on how likely it is that the sentence will be confirmed. Unless we can say with some confidence that there is virtually no chance of the case leading to the Bernunda problem all over again, we shall promably have to postpone re submitting on the general /policy. I suggest that is bevor should prone this
once the letter to the Govenor have issed.
