We briefly discussed yesterday the possible effect of the BVI case on the timing of the next policy submission on Capital Punishment in the Dependent Territories.
2. From the attached press reports you will see that the victim was an old lady of 67 who died from wounds inflicted during a vicious assault in her own home by a young St Lucian, Sylvester Gaston. The last execution in the BVI was only five years ago in 1972 and I would expect that the local mercy committee will probably not recommend a reprieve should this case come before them.
3.
I have asked WIAD to keep us fully informed of any developments in the case.
