1. I attach draft letters as requested; one to Mr Wallace in the BVI and one to Governors of the other four territories concernЯed bringing them up-to-date in the subject.

2. I do not think we need to clear any postponement of further action since it seems to have been recognised in GEN 103 that " 9 general change of policy made immediately after the case is disposed might look like a response to pressure". (Mr Foot's letter of 19 October to the Prime Minister folio 157)
3. In the event of the postponement being questioned we could readily justify it by reference to Mr Wallace's letter about the Gaston case.
