Compliance with the principle of a suggested minimum six months cooling off period between sentence and execution - such time limits might serve to reduce the risk of summary or hasty executions. Discussion would involve the necessity of determining whether the limit . should run from the date of sentence, or final appeal. This is a very complex and difficult question of policy and law.

(iii) Arrangements for the Stockholm Conference

The Stockholm Conference will take place over a two day period. It will be held in the Folkets Hus in Stockholm. There will be 200 delegates from various parts of the world, the breakdown of which is approximately as follows :

(i) 25 governmental representatives (mostly acredited to Stockholm). (ii) 50 - 70 individual expert participants.

(iii) 5 representatives of inter-governmental organisations.

(iv) 35 representatives of non-governmental organisations.

(v) 60 - 80 participants from national sections of Amnesty International. (vi) 20 participants from Amnesty International's Executive Committee

and International Secretariat.

'The conference will be split into four working groups. The working groups will discuss the following subjects :

Alternatives to the death penalty.

Individual involvement in the death penalty.

The death penalty and public opinion.

Norms and standards of international conduct relating

to the death penalty.

Each working group will make a recommendation to the plenary session;' it will be on the basis of such recommendations and discussions in plenary that we hope a "Declaration of Stockholm" will be adopted at the final meeting on the last day.
