As you know, I shall be coming to tomorrow's meeting in place of Miss Clayton.
While I appreciate that the draft is not primarily about the position in the United Kingdom, it seemed to me that the draft report does not bring out fully enough some of the relevant UK background. I attach a note containing some amendments which would fill the gap. I appreciate that you do not want to add to the length of the report, and if the feeling is that my suggestions would unduly lengthen it I would not press them, provided they are in the mind of those who will be briefing Ministers when they come to consider the report.
I am sending a copy of this letter and enclosure to the chairman and members of the Committee.
