Sir C Rose telephoned me this morning about this paper which

He is not happy with it.

he admitted he has botched together.

He

considers that it is weighted in favour of the FCO and that it contains a special pleading which will need to be tidied up in detailed discussion. He wishes me to be present at the meeting.

2. I do not agree with the last two sentences of paragraph 9 which, at least as far as Hong Kong is concerned, do not contain an arguable proposition. Indeed it seems to me that the argument in the second sentence of paragraph 18 applies even more strongly to overseas dependencies with their totally different local traditions.
