CAPITAL PUNISHMENT IN DEPENDENT TERRITORIES

1. As foreshadowed in Mr Meadway's letter of 1 August to Mr Fergusson, the Cabinet Office have convened a preliminary meeting for tomorrow, 4 August, to consider the Secretary of State's proposals in DOP (77) 19 for the abrogation of the "Creech Jones" formula (Sir Clive Rose's letter of 2 August).

2. Mr Stanley has agreed that I should represent us at the preliminary meeting and at subsequent meetings and that

Mr Bickford, Assistant Legal Adviser, should also be present. I understand that Mr Stanley himself hopes to attend the

preliminary meeting.

3.

I submit a draft reply to Sir Clive Rose's letter for the Private Secretary's signature. Mr Rushford, Legal Adviser, concurs.
