Your Majesty:
May I herewith respectfully submit a request that you exercise your Prerogative of Mercy in the case of Burrows and Tacklyn, convicted murderers. I am writing you this letter out of the conviction that the death penalty has been proven to be totally out of context with the modern penal concept (which strives to reform and resocialize the offender rather than punish him). Further- more, its failure as a deterrent is not only well established, but there are good indications for the opposite, i.e. that the death penalty has a brutalizing effect on the very people it is supposed to deter from crime. What is left is archaic, cruel revenge without benefit to society.
