For if we knew it would apply, I might be able to persuade Lois Browne-Evans to present a petition as Tacklyn's lawyer at this stage. Alternatively a body like Amnesty International might be prevailed upon to do so. In either case a reprieve could then be granted without delay before any PLP campaign here caused serious problems.

(I am assuming that such a petition could be dealt with before the application for special leave to appeal has been granted or refused: the assumption seems reasonable, given that the rules provide for the Prerogative of Mercy Committee to advise, and for the Governor to reach a decision, without delay regardless of whether such an application is made).
