1. I was glad to see this dossier; papers on this subject had not been marked to me before. I entirely agree with Mr. Rowlands' minute of 27 May, and I was glad to see that the Secretary of State has approved the idea of sending a minute to the members of DOP, although I would suggest that a copy should also go to the Lord Chancellor. The original draft has been strengthened by the Secretary of State's proposed amendments. However, I wonder whether I might put forward one or two further amendments which, while they do not alter the shape of the original draft, are intended to clarify one or two rather elliptical passages. I have also suggested a slight change to the last sentence of the proposed answer to a draft Parliamentary Question.

2. No doubt you will be considering whether The Queen ought to be informed in advance of the suggested Parliamentary Question; if the new procedures are approved there is the possibility of her receiving advice from the Secretary of State on cases which would not previously have been referred
