1. I agree with your draft. However, I wonder if the Secretary of State might find himself in difficulty if he adopts the recommendation of this submission prior to DOP approval of the general proposal.

2. In the first place it might be argued that he had abandoned the Creech Jones formula unilaterally and in the second place that he had taken into consideration internal United Kingdom factors without there being a general consensus that he may do so.

3. I may be raising a ha here because I would have thought that DOP would almost certainly approve the general proposal. However, you may wish to consider whether the Secretary of State should be put on notice of a possible problem.
