I understand that the Lord Chancellor has now seen the Foreign and Commonwealth Secretary's memorandum (DOP(77)19), which he circulated to the Members of DOP on 15 July, about capital punishment in the dependent territories, a copy of which has also been sent to the Attorney General.
The Prime Minister has seen Dr. Owen's memorandum and has commented that, before forming a view on it, he would be glad to have the advice of the Lord Chancellor and the Attorney General. As the Foreign and Commonwealth Secretary's proposal is that the question of capital punishment in the dependent territories should be made the subject of a Parliamentary Question before the House rises for the Summer Recess, I should be grateful if this advice could reach me as soon as possible.
I am sending copies of this letter to Stephen Wall (Foreign and Commonwealth Office), Bill Beckett (Law Officers' Department), to the Private Secretaries to the other members of DOP and to Martin Vile (Cabinet Office).
